  18. <p>     During the week of riots following the destruction of a 16th
  19. century mosque at Ayodhya, Indian police arrested nearly 6,000
  20. Hindus and Muslims in a nationwide crackdown. Public order has
  21. been restored, but the country's political crisis continues to
  22. deepen. Within minutes of reconvening, Parliament erupted in
  23. chaos as legislators locked horns over Prime Minister P.V.
  24. Narasimha Rao's dismissal of three state governments ruled by
  25. the opposition Bharatiya Janata Party. Rao's move may backfire
  26. if citizens demonstrate a preference for the B.J.P. leaders they
  27. elected.

  29. <p>     WHO'S IN CHARGE HERE?
  30. </p>
  31. <p>     Once again, Khmer Rouge forces seized and held United Nations
  32. peacekeeping troops. Initially 21, mostly Indonesian
  33. paratroopers, were held for two days in a hamlet 100 miles north
  34. of Phnom Penh by about 70 heavily armed guerrillas, who refuse
  35. to cooperate with the U.N. peace plan; 46 U.N. troops
  36. negotiating to free them were also briefly detained before all
  37. were released. In a separate incident, the Khmer Rouge were
  38. holding nine others from the U.N. under a threat of death at
  39. week's end. The episodes cast doubts on both the U.N.'s
  40. credibility and Cambodia's plans for elections in May.
